Since January 1, 2025, a significant change has taken place in the management of eco-contributions for small fire extinguishers. Indeed, Ecosystem had decided not to renew its approval beyond December 31, 2024. As a result, since that date, eco-contribution declarations for these products must be submitted to ECOPAE, the newly designated eco-organization responsible for this mission for the 2025-2027 period.
A New Mandatory Membership
Producers and distributors of small fire extinguishers had to join ECOPAE to continue properly declaring their product placements on the French market. Before the end of 2024, they were required to comply with the new regulations to ensure regulatory continuity and avoid any administrative issues when the new system took effect in 2025.
Which Products Are Affected?
This regulation applies to fire extinguishers and fire suppression devices under pressure, containing either powder or water. Whether fixed or portable, these devices must have a maximum capacity of 2 kg or 2 L. However, CO₂ and halon extinguishers are excluded from this regulation.
These devices are mainly used in homes or vehicles.

What happens for latecomers?
Companies that did not complete their registration with ECOPAE before the 31 December 2024 deadline must regularise their situation as soon as possible. Failure to comply could lead to administrative complications and non-compliance risks, potentially affecting the ability to place their products on the French market.
