You are an importer established outside the E.U.

If you are not established in the EU, the CBAM declarant is the Registered Customs Representative (RCR) acting on your behalf. This is because the RCR is responsible for managing the importation process and ensuring compliance with EU regulations.

As the entity handling the goods at the point of entry into the EU, the Registered Customs Representative is best positioned to provide accurate information on the carbon emissions associated with the products and to fulfill all necessary reporting and obligations required by CBAM.

Here is what you need to know to stay compliant:

Identify the goods concerned

Identify the goods you are importing that are subject to the CBAM. The list of goods and their respective HS codes can be consulted on the European Commission's website, or you can verify them instantly using our CBAM Checker.

Report submission

The RCR, acting on yout behalf, is responsible for submitting the CBAM reports via the European Commission’s portal, using the information that you provide to them.

Gather Data on CO2 Emissions

Collect actual CO2 emissions data for your products. Although some EU countries have exceptionally extended the use of default values (learn more here), it is crucial for non-EU businesses to provide their RCRs with actual CO2 emissions data. In cases where this is not feasible, you must provide evidence that you made every effort to obtain this data from your suppliers or manufacturers.
