France: Discontinuation of the Public Billing Portal (PPF)

What It Means for Businesses


On 15 October 2024, the French tax administration announced a significant update in its electronic invoicing project: the decision to halt development of the Public Billing Portal, known as the Portail Public de Facturation (PPF), as a dedicated platform for invoicing. 


The Initial Role of the Public Billing Portal (PPF)

The PPF was initially intended to play a central role in electronic invoicing by providing businesses with a simple, free solution for processing invoices. This platform was designed to become a Partner Dematerialisation Platform (PDP), a certified platform allowing businesses to issue and receive electronic invoices while interacting directly with the French administration. This would also have enabled PPF to replace the existing Chorus Pro platform for B2G (business-to-government) exchanges.

Reasons Behind the Discontinuation


The French tax administration’s decision to discontinue the PPF stems from the availability of private sector providers already equipped to fulfil this role. Currently, more than 70 Partner Dematerialisation Platforms (PDPs) have been certified by the DGFIP, as per the decree of 25 March 2024, and are ready to support businesses through the transition to electronic invoicing.

Implementation Timeline Remains Unchanged

Although the PPF will no longer be developed, the timeline for implementing electronic invoicing in France remains as planned:


September 1, 2026:

All businesses must be able to receive electronic invoices, with large companies and intermediate-sized enterprises also required to issue them.  

September 1, 2027:

Small and medium-sized businesses, as well as micro-enterprises, must also issue electronic invoices.
