Extended Producer Responsibility (EPR) regulations in France are evolving fast, and 2025 brings new obligations across several sectors. Whether you’re a manufacturer, importer, or selling remotely to France, here’s what’s changing this year so you can stay compliant — and avoid costly penalties.
1. New EPR Scheme: Single-Use Sanitary Textiles (SUST)
Since July 1, 2025, a new EPR category has been introduced for Single-Use Sanitary Textiles. Companies placing these products on the French market must join an approved eco-organization and declare their product volumes.
Approved eco-organization: Citeo Soin & Hygiène
Products covered:
- Wet wipes
- Personal protective equipment (PPE)
- Absorbent hygiene and intimate protection products
- Certain medical devices
⚠️ Important: Failure to register and declare can lead to significant financial penalties.

2. Textile products: Mandatory French representative for foreign sellers
The textile sector is already covered under EPR via ReFashion.
However, a new bill proposes an additional requirement for foreign companies selling textile products remotely to France:
Appoint a representative based in France to ensure EPR compliance.
Exceptions: This obligation does not apply if sales are made via a marketplace established in France.

3. Greater transparency: Mandatory display of EPR costs in B2B transactions
In April 2025, a bill was introduced to make it mandatory to display the exact eco-contribution amount separately in business-to-business (B2B) transactions.
