New Circular: Update on Duties and Taxes for Energy Products

Effective July 2025

On 27 June 2025, the French administration released a new circular outlining the latest changes to the duties and taxes applicable to energy products. 

Effective as of 1 July 2025, this circular replaces Administrative Decision No. 25-014 dated 31 March 2025. It aims to modernise the fiscal framework in line with today’s economic and environmental challenges.


Practical changes:

Updated CPSSP levy rates

The key update is a revision of the levy collected on behalf of the French Strategic Petroleum Reserve Committee (CPSSP). This mandatory levy helps fund the country’s emergency oil stockpile — a vital safety net in case of supply disruptions.

Administrative streamlining

Beyond the rate changes, the circular also includes technical clarifications to simplify the application of excise duties on energy products (petrol, diesel, heating oil, etc.). A welcome move towards greater clarity for industry stakeholders.
