Dans le cadre de l'application du Règlement (UE) n° 2023/1542 relatif aux batteries et à leurs déchets, un nouveau statut entre en vigueur le 18 août 2025 : celui de mandataire chargé de la Responsabilité Élargie des Producteurs (REP) pour les piles et batteries.
What is it about?
À compter du 18 août 2025, tout producteur ou vendeur de piles et batteries non établi sur le territoire français devra désigner un mandataire REP pour assurer ses obligations réglementaires en France. Cette exigence est prévue à l’article 56 du règlement précité.
Example: A company based outside France that sells batteries, or products containing batteries, via distance selling to individual consumers in France, will be obliged to appoint an EPR Authorised Representative in order to continue selling on the French market.

What does the Authorised Representative do?
This representative acts on behalf of the foreign seller with the relevant approved Producer Responsibility Organisation (PRO), such as Corepile, and is responsible for:
Registering with a PRO in their own name but on behalf of the non-French seller,
Preparing and submitting periodic EPR declarations, detailing the volumes of batteries placed on the French market,
Paying the eco-contributions owed to the appropriate PRO.

Battery categories covered
Batteries are classified into five categories by the PROs:
Portable batteries (weighing less than 5 kg)
Automotive batteries (used for starting, lighting or ignition – SLI)
Electric vehicle batteries (EV)
Medium batteries for light transport (MTL, < 25 kg)
Other industrial batteries
